POSITION OVERVIEW

The North Australian Aboriginal Justice Agency Ltd (NAAJA) provides legal services for Indigenous people in the Northern Territory with offices in Darwin, Palmerston, Katherine, Tennant Creek and Alice Springs.

This position will suit someone who is a leader and at the forefront of law and justice issues in the Northern Territory. The selected applicant will lead a team and will be highly motivated, energetic and with a strong commitment to professional excellence. The position is full time equivalent and will be based in Darwin. The salary level will be negotiated and will be commensurate with the knowledge, skills and experience of the selected applicant.

There will be a level of independence and autonomy with this work and a need to collaborate effectively with a diverse team and with external stakeholders and organisations.

REPORTING RELATIONSHIPS

The Community Legal Educator reports to the Manager of Law and Justice Projects.

 DUTIES

  1. Develop and implement a CLE plan consistent with NAAJA’s strategic plan and funding agreements.
  2. Oversee and implement effective planning of remote trips for the CLE team.
  3. Ensure compliance by staff undertaking CLE in relation to Occupational Health and Safety standards and organisational policies.
  4. Provide professional support and supervision to CLE staff.
  5. Demonstrate outcomes achieved in NAAJA’s CLE.
  6. Oversee the prepare performance reports for NAAJA’s CLE program, consistent with financial acquittal requirements.
  7. Identify broader trends and issues arising from NAAJA’s CLE practice including new project or program ideas, and work collaboratively to realise these ideas and to put them in place.
  8. Ensure quality control of CLE resources and the continuing professional development of CLE practice across the CLE team.
  9. Lead the development of best practice CLE delivery and evaluation in the Northern Territory
  10. Lead a team to consult with communities to assess and determine community needs and priorities.
  11. Contribute to policy and law reform where there is capacity and the interest aligns.
  12. Oversee and conduct CLE workshops and programs as well as the preparation of CLE publications and multi-media, including coordinating production, content and distribution.
  13. Represent NAAJA at external meetings and in public forums as required.
  14. Other duties as reasonably directed.

 

SELECTION CRITERIA

Essential:

  1. Proven sound leadership and management competence, including ensuring the delivery by a diverse team of the goals of the project, and creating a team environment where staff are proud of their contribution and embrace NAAJA’s strategic goals.
  2. Excellent interpersonal, oral and written communication skills including effective cross-cultural communication skills.
  3. A high level understanding of the civil and criminal justice systems in the Northern Territory.
  4. A high level understanding of CLE including the delivery of best practice in the Northern Territory context.
  5. A meaningful commitment to developing and implementing positive cultural respect practices in a CLE context as well as a constructive team environment.
  6. Willingness to undertake regular travel including to remote areas.
  7. A c class driver’s licence.
  8. Satisfactory criminal history check and no history of disqualification from employment by a legal practice.
  9. A current Ochre Card or the ability to gain.

DESIRABLE:

  1. Legal practice experience in either civil or criminal law in the Northern Territory.
  2. Knowledge of and/or experience working in media, film making, editing, website design, communications strategies including social media.

Basic Employment Conditions

Position: COORDINATOR, COMMUNITY LEGAL EDUCATION

1) Probationary Period: 6 months

2) Place of Employment: Darwin

3) Hours of Work: 37.5 hours per week, 8:00am – 4:30pm Monday to Friday

4) Salary/Wages: CLE05.1 $111,174 – CLEO5.3 $119,289 per annum, depending on experience

As a Public Benevolent Institution (PBI) NAAJA is currently able to offer salary sacrificing benefits in line with current legislation (Conditions Apply)

5) Allowances: Annual Airfare Entitlement payable per annum after 12 months qualifying service – Darwin $1,150

6) Superannuation: As per the Commonwealth Superannuation Guarantee [Administration] Act 1992.

7) Annual Leave: 6 weeks per annum. Leave loading of 17.5% will be payable on annual leave.

8) Long Service Leave: As per the NT Long Service Leave Act with the exception that service with other Legal Aid services and agreed Aboriginal organisations is recognised as relevant service for the purpose of accessing Long Service Leave on a pro-rata non-financial basis.

9) Personal / Carer’s Leave: 15 days per annum.

Disqualification and conviction of serious offences

Under the Legal Profession Act, NAAJA is not able to employ a person who has been convicted of a serious offence or disqualified from legal practice without permission from the Law Society. You must inform NAAJA if you are a disqualified person or have been convicted of a serious offence and it is an offence under the Legal Profession Act if you fail to do so.

For employees who do not hold a practising certificate, you will be required to undergo a police record check before commencing your employment.

It is an ongoing condition of your employment that you notify NAAJA immediately if you are subject to proceedings for disqualification from legal practice or charged with a serious criminal offence.
